Intensity of light reduction in Cooling films

I heard that the darkness of the cooling film is not the factor for the reduction of intensity of UV rays (for eg:films used in vechicles).Some cooling films are capable of reducing the intensity of UV rays to a high rate,even they look so transparent.So then can you explain  what is the ultimate factor behind that...?

It depends on the material and its properties like absorption , reflection , polarization etc and not only related to color..
